Default b16a2 rebuild

The motor in my cars seems very low on power. The car say on carfax it gots 20x,xxx miles. So im assuming the compression is low. It does burn oil bought a quart a month i would say varying in driving habits. I dont know anything if the cars engines ever been done too. I really dont know where to start? should i get a leak down test and go from there. or should i out my money toward new pistons and rings, valve seals. I really dont know much about it so if yall could tell me more parts to replace?

leak down + compression. plus it's a stock b16a2 those things don't really have much power.
