Tach Hop and Power Cut Out - Please Help!!

I've got a 1997 Integra LS. I just had a used engine installed (with 77,000 miles on it). I got approx 2,000 miles out of it before my tach started jumping all over the place and the power/engine started cutting in and out. I'm almost certain that my timing is good. Could this mean I need a new Rotor and/or Distributor? My so called mechanic seems to think this is the case but I have learned that he is far from an expert regarding Acuras. Any help would be greatly appreciated.

clean off the thermostat housing where the 10mm head bolt is, and replace with a nice new bolt. Thats your ground for most of the engine sensors, and is known to cause the problem you describe.
