Failed Smog Need Help

ok well i went to smog my car today and it failed my HC (Hydro carbon) is high in when in higher RPM max is 258 i tested at 267 how do i get the score down
and the worst part of all was my NOX my car is a gross polluter
Low RPM max is 2070 i tested at 2421
at High RPM max is 1870 i tested at 2454
now for the inside of the car its a 91 crx si i just rebuilt the motor it has about 260 miles i was wondering if my score is from the motor not being fully broken in yet

If you are high in HC's and Nox you are probably looking at a new cat. I would also suggest replacing the O2 sensor too. That way you know both are good and will last.
Look at the O2 reading from the report. A good cat will use all of the O2 and you probably have some left over which means the cat is not good enough to use all of the O2. The cat uses the O2 to break down the HC,CO,and Nox.
Check your timing and tune-up(Cap, rotor, and plugs) You might need to re-adjust the valves. I'm just throwing out ideas for you to check and make sure they are correct.
