Default fuel filter HELP!!!

I have a 95 RS 4dr
I was working on my new-to-me integra with my bro, some spring cleaning and such. We changed the wires cap plugs, etc. When moving on to change the fuel filter, which needed it badly...looks like hasn't been changed for years, the service bolt broke in half. Its now stuck in the top of the filter, minus the head.....!!!?? We tried to continue removing the main fuel bolt, but its held fast. I know these tend to be a bitch to break loose, but now I'm worried the broken service bolt is the main culprit.

Basically, my question is can you remove the main top bolt with the service bolt "still in" the top of the filter?? When the car is started, fuel does pour thru/around the bolt and out the top, since the head and washer are now decapitated.

I am assuming I'll find the only replacement bolts thru the dealership....

Any help much appreciated

Yeah, just get a new bolt from the dealer, or if you can order a couple of other things from here, it'll make it worth while on shipping cost.
