Speedometer stays at 15mph and flutters under low speeds
95 Accord V6.
Car was having problems with the speedo not working. Sometimes it would just sit at 0 and sometimes it would work fine. Put a new VSS in today and the speed now sits at 15 mph and if you are moving very slowly (<5mph) it flutters a little bit and once you get moving fast it sits at 15mph. And ideas? I don't have a manual handy for this car
