what would make a car fall on its face at 4000rpm?

my friends b20vtec feels like it hits a rev limiter at 4000rpm it just completely falls on its face. any ideas?

sounds like limp mode if its like a revlimiter..otherwise fuel starvation or dizzy/plugs and wires
