Default Emissions Help

OK i have a 91 civic hatchback with the 92 1.8 LS swap and i've done everything i can think of

(Replaced with new parts) all stock for that motor
Cap
Rotar
Wires
Plugs,
Flushed the motor and fuel system
Fuel Filter
Oil, Oil Filter
Cat converter and muffler

Is there anything else that needs to be replaced, My emissions test reads

HC PPM 1.5 and Co2 at 190 and at 2500 rpm 1.6 and 197

So im stuck as is, any help would be nice

HC's seems fine, and CO2 doesnt have any restrictions on that. Only on CO, NOx and you didnt list those.

where i live you HAVE to have 1.2 and 180 across the board

uhh.. whats the unit of measure?

It's stupid to limit CO2 emissions since that is a inevitable byproduct of burning gasoline. ALL gasoline has a bunch of hydrogen bonded to carbon atoms. That's all it is really. Mix that with oxygen and you get energy, water and carbon byproducts. You can only get CO or CO2 out of that.

hey bro i would check ur timing. your timing will make u fail emissions. personal expierence

Also get an adjustable fuel pressure (fuel pressure gauge too) and turn it down as much as possible. So now you will run lean for the emission and should pass emissions. After emissions adjust FP back to where it was. I've passed emissions for the past 4 years doing that with my built LS/VTEC.
