Default Voltmeter gauge installed, still not workin..

Hey guys i recently got my hands on a freebie a voltmeter gauge from my friend
who was going to install it in his g/fs car but they broke up
and he gave it to me, I put the key in the ignition and left it there
checked a few fuses with the testlight to see what would be hot
while its off. and then i checked it with the ignition on..
i believe it was the top left one on the panel
and i ran the black hose to a ground clamp and hooked it to
the dashmount right there at the panel under the steering column cover
and i crank up,light comes on,cant change colors, and needle doesnt move at all..
Is this not a good ground connection or for some reason the one I have is screwed?

First of all who makes them? We need to know the brand and what color wires you have.
