Question on seam sealer?

Question on seam sealer?
Does the seam sealer have to be applied to bare metal or a primed service? The instructions dont list that. Im using sem seam sealer 39377. I know it a stupid question but i cant a answer.

if bare metal then prep well with red scotch brite then etch prime!
if on top of paint prep well with red scotch brite or 320 grit!
