The Si cluster is plug and play by the way.

so with my stock cluster the engine will rev to its 8000k limit which is where its suppose to rrev? and will it rev to this point even if i use my d16y8 harness on the 2000 jdm b16?
once you swap youll be able to wrap the needle around! Keep it sleeper and people will be like "do you have the mugen redline chip in this thang!?" when they see you push the tach 1000rpm past the redline.

The ECU is the only thing that controls rev limit. If you use the B16 ecu, it will rev to the 8200RPM fuel cut. It will probably indicate around 8500RPM, though since clusters aren't very accurate.
The cluster is a display. The wiring harness is a connection between the inputs/outputs. The ECU controls a majority of the engine's performance. Obviously, things like airflow, fuel flow, and other physical factors that are out of the ECU's control determine it too.
So the simple answer for you is that with a stock B16 ecu, the engine will rev and perform like a B16. The cluster has nothing to do with it. If the wiring harness is complete and in good shape (no broken wires, no shorts, etc.), it has nothing to do with engine performance either.
You have to either mod your distributor plug or get a 99-00 Si harness. The 99-00 EX are the only ones with a unique distributor plug shape.

I get the same crap when I drive people around in my CRX with the B16 swap. It's funny to hear their reactions when I take it over 8000rpm when the redline on the tach is at 6500

lol yeah...I had that going for a while when my S13 had a KA tach and an SR swap. "Isn't it bad to rev your car that high?"

Just a note on the 99-00 SI cluster. It is amber illumination. The EX and all other Civics' clusters have white/greenish illumination. So you will want to change the heater controls and radio to amber too.
