Well, your car shouldn't be overheating even if the fan isn't working. It's something other than your fan.
How old is your coolant and thermostat?

If your fans do not turn on at all, the engine would overheat when the vehicle is still and become normal when it started moving again. Since your fuses are ok, is your fan switch working?

No it won't. Never happened to my H23A1 or my H22A.
I'm telling you, his car is overheating because of another issue. Fixing the fan issue isn't a bad idea, but that is not causing his problem.

yup same thing happened with my WRX, as long as I was driving temps were fine, but if I was stopped long enough in traffic, temps would shoot up, due to no airflow over the Radiator. and this was with an otherwise perfectly functioning cooling system, just had bad fan relays. But with a prelude, I think the cooling system is so effiecent it houldnt be such an issue, even with a civic 1/2 rad (stock del sol, not aftermarket) my fan rarely kicks on, but at idle sitting the wrx turns on frequently.
But back on subject, is the thermostat opening on the car? is the cooling system full of fluid, is the fan switch working, all these need to be checked.

I'm experiencing the same thing right now, having a hard time figuring out what's up.
I have:
1. Replaced thermostat
2. Refilled coolant
3. Bled air from the system
When I'm at a standstill, the temp can shoot up. So far my fix has been to turn on the AC, which I believe forces at least one of the fans to turn on. Within 30-60 sec my temp comes back down. For whatever reason, the fans aren't turning on themselves like they should. I still have to check fan switch and relay.
In any case, turning on the AC isn't a bad deal right now since I live in TX and it's usually hot anyway. Might be something you could try in the meantime if you're needing to use the car regularly.

quick check for the fan switch (@ t-stat housing), unplug the 2pin connector and jump the 2 wires on the connector. When the key is at the "ON" position, it should force the fan to turn on as long as the jumper wire is in there.

check this old thread out https://honda-tech.com/zerothread?id=2012417
yea it only over heats when i am stopped and nothing is blowing threw the rad.
i have checked the fans and they both work.
i will try to jump the connector in the morning if it doesn't come on then what does that mean?
