Default Low Idle

Just a quick question. I have a 1992 Honda Accord . The idle would rise and fall constantly so I replaced the TPS (Throttle Position Sensor) with an after market one from omni power. The are the only ones to carry it or else get one used or purchase entire throttle body. Anyway after that, it fixed that problem but Idle was very high - 3200RPM. So then I checked the IACV (Idle Air Control Valve ) cleaned it and screwed down the collar, fixed that problem. Now we are down to between 300 to 500 RPM.
It is almost ready to die its so low. So the question is, what is the correct way to Increase the Idle just a little to around 800 RPM? Throttle cable ? TPS Again!!!?

Thanks, any help is greatly appreciated!!

R U speaking of the screw that is upside down and hard to get to or the nuts on the bracket for the throttle cable? The reason I ask is because I have a old honda repair manual that states that the screw I think you are referring to should not be adjusted.
It makes sense to me that a couple of small turns would do it but on my throttle body the set screw for the throttle arm is underneath and very hard to get to. I was wondering if honda did that on purpose?

Thank you for your quick response.

P.S. Those R Some SERIOUS Miles.
