Default check engine

I've already posted this question, but did not understand the answers. I have a '95 prelude. When the engine reaches it's average temperature, the check engine light comes on and I feel like I loose power to rev from 1000 to about 4000 rpm. Higher than that it will not rev properly but it improves. All this is when I'm driving(not standing still).
So, I've performed the paperclip in the blue plug to check the codes, but the check engine light stays on. I don't know why.
In the earlier post someone told me, qoute "OMG it means you have no codes stored, it's time to do a happy dance". That I did not understand.
So my question is ; why does the light stays on and what can I do ?? What does this guy means with the no codes stored and the happy dance part ??

Ill tell you. Solid code when jumping the ECU harness means that you have no codes stored.

But I take it that your CEL light is on and when you jump it, it stays solid. I think you may be performing the jump wrong.

If you have a CEL light and pull the codes, you should get some reading.
