Looks like a Type-R style boot pulled up to cover the bottom half of an 01-05 Si ****.

i don't see how 20's relate to a shift **** but okay.

You can give streetlightz.com a call. I think they have a type R there and they should have it

i dont think it is, cause the shift boot is definitely pulled up over the bottom and thats how i had mine in my 05 ep3 when i switched out the shiftboot. but its ver close and it could be the razo. good eye for sure.
