housing shape, corner lens design and a few other things. NO you can't swap the headlights alone. You would have to swap the front bumper, front quarter panel, hood and upper front H grill to get 99-00 headlights. NOT worth it in my opinion.

one was made in 96-98 and one was made in 99-00? hehe just messing...shapes are different...look at them carefully on pics and what not..you'll see

if ur just wondering, the 96-98's are more oblique in terms of shape, 99-00's are edged (triangular in shape), check out the appearance/cosmetics forum. try a search
