They are interchangeable as long as you also change the bumper, grill, headlights, hood, and rad support.

99-00 fenders will only work with 99-00 headlights (which consequently will only work with 99-00 hood, bumper, and grill). so it is not a direct swap unless you want to do the entire front end.

Then they are NOT interchangeable. You can put on a shoe two sizes too small and it won't fit correctly. Same thing. It "almost fits" doesn't cut it.
