2000 civic ex skiping

my buddies 00 civic ex has the stock d16y8. it has intake and an axel back exhaust. the car skips when it is not being driven hard. when driving like a maymay it skips and acts like its gonna stall. he changed the fuel filter so far and the car is throwing a code. i no he should chek cel but if there are any obvious answers, plz help

Change the plugs and wires. If that doesnt help, do distributor cap and rotor.

typical answer, throw parts at it. check the code and come back again.
