State Ref Cali Question

Hey I have a 97 cx with some mods and Ive been saving up for an engine swap and I have my heart set on doing an H swap. Now I dont know anyone that has done this swap personally and went to the ref I have done some searches and seem to get the jist of whats legal and whats not. But I want to do everything legit so just in case I do get pulled over for whatever reason I cant be harassed cause I dont have that cute lil sticker 
My question is there anyone out there that has or knows of doing a H/F series motor swap and it has been approved by the state ref
As well does anyone know of any really chill state ref offices in the so cal area thank you

As long as the motor is the same age or newer then the car itself and u have EVERYTHING from the donor motor
Ie. Sensors. Intake arm. Manifolds. Ecu. Pcv valve.

oh yea I have already have had TONS of arguments about which motor to swap blah blah blah and can go on for days and prly switch my mind in doing so but this is going to be my DD and I already have exhaust so all Im going to do is prly slap on a passwordjdm whale ***** and some headers and call it a day Im not looking to do any intense mods to it just something with a lil umph as well as legal cause Im just not wanting to deal with fix it tickets
