96 Honda Civic EX coupe

When I start up my car, the speedometer jumps to about 15mph and stays there, even when idle and when running. When it wants to work, it will just break loose, it operates and reads accordingly. My friend's 95 Honda accord has this same problem also, so I assume it is common. Maybe someone can tell me the problem and how to fix it quick. Thanks!

wrong thread bud but its speedometer tachmeter issue, i had this issue way back couple of yrs ago, it recently went bad again usualy hitting it gets it back to place lol getto way.... rpm does work right its just mph

 

I changed out the VSS and no worky still... sorry I left that part out.

Yes, rpm works, but speedo like to play around most of the time in the 15mph zone.

And yes, I realize I posted this in the wrong thread the moment I hit the POST/OK button. I reposted this in the 92-00 civic section also. I was hoping this would be deleted by the time I come back to it and receive responses there, but it was the other way around, so MODERATORS, if you could move this when you see this it would be great.
