ATS (ignition kill)

The security chip on the GSR, when removed, can the car still be started? I'm just wondering how much of a secuirty deterent it is.

I bet I can get past it without too much effort. But I'm not a thief and probably its easier for one to get another car. I think it depends on the theif.
