Interior lights come on AFTER key is put in ignition.

Interior lights come on AFTER key is put in ignition.
When I get in my 99 Civic and put the key in the ignition, I can see and hear and see a "spark" when I put the key in the switch and the overhead light comes on in the cabin. Is my ignition switch going bad?
