3 inch exhaust or keep the 2.5?

well im gonna turbo my ls engine and im only looking for 250ish hp.. i already have 2.5inch exhaust and im gonna be using a small t3 off of a volvo.. my question is can i hit 250 without changing my exhaust to 3inch?? thanks folks!
