Rear caliper wont compress
I'm from bothell. I miss the PNW huge.
Try the twist in with the Ebrake up, and its been a while but they might be reverse threads.
I never had "the special tool". I always used open needle nose pliers straight into the "plus" shape to twist them in.
If no luck still, take them off the car, crack the bleed screw and soak them in WD40 for a while. Just be sure that all the WD40 is gone and cleaned out with new brake fluid before reassembly.

yeah u cant fixed ur caliper. most likely ur gonna have2take them to a parts store and get a rebuild caliper. not sure how much it is but way cheaper than buying new ones.
try spinning it with out pushing in. spray with wd40 while your spinning. then try to push it in while spinning. if it doesnt go in then its seized. but usually if it spins with out pushing it in it isnt seized adn just need to push real hard
