Default Power to coil

Im getting no spark , i just replaced my coil and i tested my icm and its good. I have power at both the - and + terminals on the coil. Why am i not getting any spark?

Also after reading about timing , and how turning the dizzy retards and advances timing. Where should i tighten the bolts for the dizzy at? center, more clockwise / counter clockwise?
Would this affect the car not getting spark?

I think center is stock, and I don't think this will affect the car getting spark or not. But did you have a bad dizzy? Sometimes changing the coil doesn't solve the problem. A friend of mine had a DA where he switched every component inside the dizzy and it still didn't work. Then he decided to buy a new dizzy and it worked fine.

The car wont start , after putting the new coil in the cranking seems as if it is more high pitched now. Im really fed up with this car, i have no idea why i have power to the coil at the + and - terminals and cant get any spark !?!?!?!

no one can ever answer my question if the + and - terminals on the coil are supposed to have power.......
