Default Is my H23vtec safe?

Ok, my project is almost finished, I'm using mostly stock parts but the problem is there's maybe just one tuner shop in town and I heard they suck so that's why I come to you guys for help cuz I don't know if my motor will be safe, here's what I have:
type s pistons
type s cams
ebay header, I"m trying to find a better one
70mm throtle body
port matched IM, will probably get it ported and polished
stock valve train
stock H23 rods
2.5 exhaust pipe w/o cat
some guy said he could blue print my block but I honestly don't know what it is
he also said he would port and polish the head and do a valve job, he said I would be seeing about 250hp, which I think is bs
I'd just like to know if this is a "safe" setup and what would I need to modify to get to the 250whp? Like I told you there's maybe just one tuner shop here so I rely a lot on this website, thanks!!

bigger cams, better exhaust (custom header, 3"), better intake manifold, tuning

blueprinting means they document and measure everything on the engine to ensure each part is within the correct clearances.

what tuner shop are you referring to? texas is huge buddy....

"safe" is dependent on how well the engine is built, how well it is tuned...etc.

It's some shop called Speed Factory here in El Paso TX, they're too damn cocky and my friend told me they didn't do a good job on his eclipse gst.
What cams do you recomend, and IM?
Isn't a 3" exhaust too big?
should I go with Hondata 200 or what do you recomend? Do you think it's possible to hit at least 240whp with all this? I don't have a sleeved block or forged pistons, I got the oil squirters though, hehe! Thanks for your help!

what did they not do a good job on? don't down a company when you cant explain a situation.

2) no
3) maybe
4) whp goals are pointless

Whp g oal pointless? If that's the case maybe I'll just put it all together and sell it, it's really bad on gas anyways, I'll let you know how much when finished.

yes, whp goals are pointless because a motor that makes 180whp on one dyno could go just as fast as the same motor that makes 210whp on another.
the GRAPH is all that matters. If there is a problem with the engines output, the graph will show it.

I wanted to get this thing to run at least low 13's but I don't know wheather to spend more money on it or sell it.
