Default stupid check engin light

so i still have this prob with my GD check light.

my car runs like it has a misfire till the light comes on ( to get it to turn on i need to hit like 40 in 2nd) then the light comes on and it runns fine for a lil while and then some times it just randomly dies all out.

none of the shops in town have a comp that will run a check on my 95 they all say it has to be a 96 or up.

any feedback would be great thx

If you get it from a good supplier it should, but there's no garantee that it'll work.
