Default help with electrical?

I believe my 94 civic EX may have a few electrical problems and I am looking for some advice. The horn does not work, and the gas gauge is not working either, it is stuck on empty. I took it to get a dyno test and no machine would read it because it is a japanese ECU..suprised me. So before I drive all the way to VA beach. Anyone know what could be causing these issues?

I guess you could start with the grounds, but your horn and sending unit is probably bad. As far as the jap ecu, i dont understanf why they can't read it. You could just get the stock ecu for your car and chip it, if you had access to one.
