Hello everyone! this is my first post

I have a 1990 accord that was sitting in my garage for a very long time. It has 200k miles, what would be the list of things I should do?

so far I know that I need to replace the oil, air filter, spark plugs, timing belt, water pump is there anything else? also, RPM jumps crazy on that car ... can it be fixed?

oh, it did not pass the emission test

Idle surge can be from low coolant or FITV needs adjusted. Yes it can be fixed.
At the second T-belt change I always replace everything, cam seal, crank seal, front counterbalance shaft seal [and add a retainer], oil pump seal, tensioner pulley/bearing, counterbalance belt, waterpump and the T-belt.
Don't forget to clean the Yamada birds feathers, it can't fly with dirty feathers LOL
If it is auto trans, change that fluid. Pony up the $$ for 3 qts of Honda Z-1 ATF
depending on the reason it failed the emission test, you might need to clean the EGR ports.
