Default help me diagnose: smoke and hesitation d16z6

I swapped a d16z6 into my crx and have smoke from the exhaust. I think it is bad valve stem seals, but I am not sure. Compression test shows about 200 across all 4 cylinders nice and even and I have replaced all of teh typical maintanence and tune-up stuff. The plugs were black and I think a little oily when I pulled them last, so I think it is an oil issue. It does not smoke much at idle, but if the car is sitting in the driveway and I rev it up, I can get is to smoke pretty good. I am not sure how much it smokes while driving, but I think not as much as when its in the driveway.

I am going to get new plugs today and I really think it is bad valve stem seals, but I need some help convincing myself to pull the valvetrain to replace them.

BTW, is anyone in south jersey and has a leakdown tester? I don;t really want to make one and I really don't want to pay to have one done.

Also, could leaking valve stem seals lead to hesitation at lower RPMS and WOT and also could it contribute to idle surge?
