Default Honda Rust :/

I recently discovered my car has the typical honda rust on my passenger side rear quarter panel . I caught it just in time though. It is just surface rust along the rear lip of the panel. My question can I grind all of the rust down, primer, it and paint over. Has anyone done this before. I dont have the money to have a body shop cut out the fender and replace it. Let me knows guys thanks.

pics would help but yes you can sand it down to bare metal and prime and paint it..

rust bullet would work.. The rust is probably gonna come back tho, it happened to me i had a body shop weld a new piece in.. and paint the whole left side for $550

Did some work on the fender well this past weekend, came out pretty good, much better then just leaving the rust to fester......and better then paying a shop to do it fa sho!
