Do ef front forks work as a "drop fork" on a 96-00 civic?

I'm looking for an alternative to hacking up my shocks to get more travel out of them. I'm wondering if ef forks are shorter and would fit on my shocks to gain some travel. If you have any experience or information its much appreciated!
Even if they are shorter, wouldn't that just move the contact point from the shock shaft to rubbing the spinning axle on the bottom of the shock body?

depending how much shorter it is. If its an inch or so, its not going to interfere.

Basically, they ghettofy a shock to allow the stock fork to sit up higher which extends the shocks travel. If a fork is shorter, in theory it could be mounted on the shock in the stock position, and give more shock travel as long as the axel doesnt become an issue.
