Civic noise at idle and low-speed

Default Civic noise at idle and low-speed

All - my brother's car is making a noise which he describes as "dragging a hanger" at idle and low speeds (in 1st gear up to 25mph). He says its coming from the engine bay between the wheels somewhere. No squeeks going over bumps or turning, no noise in excess of 25mph. He has a 97 Civic EX w/ 110k miles - automatic. Any ideas?

wrapped rotor is the only thing i can think of. jack up the car and spin the front wheels and inspect it still making the squeaky sound.

Warped rotor wouldn't make noise while the car is sitting at idle, unless I'm missing something...
