Default 1997 accord 2.2 with Code 65 Error

Replaced Rear 02 with brand new bosch (plug and play), reset ECU, getting the same error.

Any Thoughts??

the 2 black wires at the sensor connector should have battery voltage 12V when the key is on. the sensor heater circuit [where the 2 black wires connect] should have 10-40 ohms resistance.
FWIW the OBD2 connector is behind the ashtray, then you can get the Real code.
