Default JDM D15B Vtec not working

Just put in my D15B Vtec in my 94 dx hatch. This is the fourth swap I have done and everything was wired up correctly. I wired the solenoid up to A4 and no Vtec so I jumped the pressure switch from D6 to A4, and still no Vtec, but shouldn't matter since the engine doesn't come with a pressure switch and the ecu shouldn't be looking for the signal. I'm running a P08 ecu which is right for the engine. I checked the piston and filters in the solenoid and they seem fine. All of my connections were soldered and heat shrinked like they are supposed to be. Does anyone have any other suggestions as to what could be causing the lack of my beloved Vtec?

Have you checked for codes, even thought CEL might not be on, it can still have codes stored.

There is no CEL light on. When I jumped the service connector to set the ignition timing, there were no codes flashing. I will try again just to make sure, but I haven't seen any codes flashing or a CEL on.

Yup, no codes, I checked all of the wiring and I have continuity to the solenoid. When I apply voltage to the solenoid I can hear it clicking. When I test drive the car the ecu is sending voltage through A4 at 5k just like it should. I'm starting to think its the motor.
