Default ECU PROBLEMS????? HELP?

Ok so im running a d16z6 obd1 conversion also was dual port injection now multiport injection. So heres the symptoms, 55mph 2500rpm sometimes just cuts out like not enough fuel or too much fuel? Low rpms from 1000 to bout 4000 its not so smooth then when vtec hits sometimes it loses power sometimes not? Now im running a p0 series ecu not sure which but if you can identify it let me know heres the pic

Now 2 actual questions could the chip in this be bad? Or could it have a chip thats ready for turbo which im not running causing it to run like ****?

Yea I took off the cover thinking it was jumped for a turbo cause I had one but not anymore and there's no jumper and no not showing any codes I'm just curious if it was maybe chipped or if a po8 has the same fuel map as a p28 if not can I get it programmed? Could it be timing? I had it timed by only the distributor they didn't time it to the ecu with the wire thing etc.... any ideas? Should I try a virgin 5 spd p28 see if that makes a diff?
