Seems like most hondas have the idle screw right on the throttle body, it might be covered with RTV or silicone to keep it from rotating...
Procedure should be:
Fully warm engine up
Unplug IACV
adjust throttle screw with flat blade screwdriver to BASE idle rpm (prob 600rpm)
plug in IACV and idle should jump up to about 750 rpm
turn off car
clear ecm memory
done
This is for a 5th gen, so your car may require slightly different steps and RPM's
sohc

FYI If all of a sudden out of nowhere your car starts to have a high idle that would indicate that something has changed. And that something would not be the idle adjustment screw. It doesn't move on it's own. It could be a vacuum leak, your IACV, FITV, IAT sensor, ECT sensor etc etc.... Check for vacuum leaks and problems in the idle air system (IACV-FITV) before you go adjusting your idle speed screw.

on the 94-97 (vtec model anyway) i would imagine its the same on the others....the IACV valve is actually on the throttle body...on the bottom
