where to start
do u already have b16a swap in the civic or ? for n/a setup , u can do itr internal upgrades with your budget 3k to spend. u can pretty much upgrade from cams, springs. valve springs and retainers. rods. pistons...ect and get it dyno tuned and it will be pretty quick for a n/a set up and if u know how to do the eninge work by yourself $500~$800
Go N/A. You say 4G to spend. Buy you a GSR block, sell your SI block, take your SI head to get it Port&Polish, get some cams/retainers, LSD for your SI tranny, new down pipe and umph

This is a really broad question and really has nothing to do with "tech". Your answers will probably be found in miscellaneous FAQ's and searches. Also you should have a discussion with your wallett, and you two can work something out in accordance with your bills, income, and other needs
