Default passing inspection after changing clusters

how do you guys who have swapped clusters either for better oem ones or jdm clusters etc pass inspection being that the mileage from previous inspection to after the cluster swap is way off

Most dealerships will have stickers for indicating mileage when a cluster dies, as they replace the entire cluster not just the failed component. Maybe talk to a service advisor at your local dealership? Take pictures of you original cluster beside your new one for proof if it ever becomes an issue.

You should of taken your old speedometer off your old cluster and put it on the new one so they match perfectly.
Try to find a cluster with a higher mileage?
