Default Repairing paint chips???

Hey guys, id like to repair some paint chips on my wifes car that have already rusted over. We have the touch up paint pen from the dealer, and it comes with a little clear coat too.

Now the car is older and i dont really want to go into a huge project with it, but it is ok to touch up the [paint chips without doing anything about the rust first? Cant i just paint over the rust and be ok, or is there something i should do to the rust first? I really dont feel like going to the extent of scraping or sanding it all down.... just want to make sure that painting over the rust isnt going to make things worse...

I have heard that there are some paint like products that u can put on the rust before paint that neutralizes it. Is this true and do they work??? And what products are these and where can i get them???

Never paint over rust. I have bought a spot sanding pen just for this. Its a fiberglass tipped pen that can sand out all rust in a paint chip then you paint your chip. I think its made by 3M.

how easy it is to use??? How long does it take to sand out a small paint chip? Do you happen to remember where you bought it?

I got it at either autozone or Advance doesnt take long at all to sand a small chip out.

cool, i will check it out .. cant tell from the picture, but is it fine enough for even the really small pain chips???

Any other overall tips for repairing the stone/paint chips?

Should be fine enough I have sanded out some small chips with it. When painting a chip I never use the brush that comes with the paint ( one made on the cap) I get a very fine brush at the arts/crafts store. work in layers build it up to just above the surrounding paint and then spot wet sand the area with 1500 or 2000 grit paper then buff and wax the area. Usually doesnt come out too bad better than a chip...

deffinately do not paint over that rust it will not stick and just chip right off. replace panel FTW!
