Timing Marks?
They should look like this:

The three lines together are your timing marks, the one by itself is the TDC mark. To get the timing right at factory specs, use the line in the middle of the three lines.

Well since the pulley isnt even on when you chage a timing belt, no you dont use the mark on the pulley, thats cam timing, which is lined up by marks on the cam/s
Ignition timing is set using the dizzy and the marks on the pulley. It also depends on what kind of timing light you have, thats why there is two sets of marks. most more expensive timing lights let you dial in the advance in most honda cases its 16 degrees, if it doesnt have this adjustment use the other line on the pulley.

What do you mean use the middle line? Shouldn't you use the TDC line and match it to the cam(s) when it is at TDC. Please explain.

well the reason i asked this question in the first place was because i have an lsvtec with obd2 ecu and i cant get it to time right the dizzy if fully advanced and the red mark is at 0 deg. And also i dont have the knock sensor hooked up could it throw the timing off that much?

Are you using the proper method to set the timing (see picture)?
If so, you also should check whether your timing belt has slipped some teeth.

Yeah i have but its converted to obd2 now so i dont think i have to jump the harness do i? and i've triple checked the belt and its dead on i mean if it did jump one tooth would it be that off?

I need to jump the connector to set the timing on my 97 Civic (OBD2). I assume that you would need to do the same.
If you are one tooth off, then I don't think you could set the ignition timing to specification.

ok so ill give that a try then because i cant get this thing to run right. you jump the harness so the ecu doesnt compensate right? i mean right now its 16 deg retarded

if he is using the stock timing belt cover then you need to take off the pully

Im talking about when you do a belt?
If I were to take and leave th crank pulley on and loostn up the tensnior and take the belt off and manually turn the motor over what lines on the crank pully do you use to put it back in time?

ok to answer both questions i timed the motor with the oil pump marks. i rotated the engine several times and was good. put the cover on and it was normal again dropped the engine and started the motor and lagging. double checked timing after start up and still perfectly lined up
Are you sure its the dizzy? Did you check your injectors? One might be dumping too much fuel, also the ICAV. I don't know what your looks like but if its gunked up will throw off your revs and not know where its meant to idle.
Question: are the cams same as most cars, with the stroke up and the 2 marks (lines) facing each other?
