Will advancing the ignition timing improve performance on my ITR evrything stock except an AEM CAI and no cat! ?? I heard that some make it 18 deg. is this correct? Are there any side effects doing this?

It can. I personally ran mine at 18 degrees of base timing with those mods. It responded just fine. Other ITRs I helped tune liked almost 19 degrees.
18, I would think, would be safe...

Stock spec. is 14-18 degrees, so you will still be in stock spec.

What exactly does advancing the timing do? and how does it result in more performance?

 

Advancing the timing to 18 degrees will yield a couple whp across the RPM range, but the best result is improved throttle response.
