It means it's coated in oil and running fine. As long as it doesn't look doo-doo brown.

It just means that someone used cheap oil and/or let it go for long periods of time without changing the oil. This doesn't happen if you use a good synthetic AND change it often.

Not exactly. Every head i've seen that has been driven normally and is ready for an oil change, has "dirty" oil. It is a brownish color and there is nothing wrong with it. If it is like black inside or something, you might want to look into it though. No matter if you're using Castrol Syntheitc oil or your local auto store's 10W-30, the oil will be brown and "dirty" if it's been run.

I'm not talking about the oil itself. I'm talking about those deposits inside the valve cover. If the oil is of low quality and/or not changed frequently, then deposits will be left under the valve cover.
