Default ls/vtec timing

heres my problem i have a ls/vtec motor in my crx , stock bottom end and top. i got the car this way and it came with a LS pr4 computer and a vafc to run the vtec i know this is not the proper way of doing it but tonight when i went to shoot the timing i couldn't get it past 9 degrees btdc. is the computer limiting the timing to just 9degrees because the dizzy is all the way forward and at this point i would think it would be way past 16 degrees but it is not. any suggestions or advice would be welcomed / thanks for your time

I heard some stupid thing that you have to jump a jumper to time the car, so the computer goes into a mode so it doesent change timing when u trying to time it.. Im not sure though, just somthing i read.
