Default 99-00 Fog Lights Upside Down!!!

So I ordered a set of JDM Style Yellow Fogs off Ebay and the installation was fine and it came with every thing but when I turned them on the light was shining above my headlights. So I'm like WTF?? and I noticed on the lens it says TOP upside down on the bottom portion of the lens(I'm guessing its actually suppose to be right side up on the upper portion of the lens and actually readable without turning your head upside down). So what do I do? The light is clearly not shining at the ground

Take the entire fog out (plastic too), and rotate or take out and rotate the lense?

All I got from your post was that the light was shining up towards where your headlights shine, not towards the groud. If so, try what I said.
