auto zone for sure !!!. why dont you more better shave the front bumper so its clean. and do something where you put it on the side like this , i have a Diy if you want , heres the finish on somedy elses car..

like on the side, but not like ricers that do unwanted holes on bumper, i say cover the holes, show that pretty JDM/USDM face and put license plate on the side

I'm not sure if the JDM bumper can be shaved so that the license plate holes will no longer be there. If anyone has done it, please show a pic
Otherwise, the plate holes are designed for plates made in Japan and other countries that have plates of the same size, shape, dimension, etc etc. For US Plates, you would have to align it up to the holes, drill the holes...and wa-la.
Although most state statutes will more or less say that is defacing government property, local cops I've talked to say they will at least recognize that you're trying to put the front plate on as required and not pull you over for that. Now they may still cite you for other things though
But don't take my word for it....if you're not where I'm at ( CO ), try asking local cops what they would do, and how they would approach it.

it can be shaved. ive seen some clean *** pics of some. i dont remember where though but there on here.
