96-98 coupe tails the same as 99-00?

I'm confused on what exactly you're needing to know.
Are they they same shape?
Yes.
Do they fit on the same cars?
Yes.
Do they take the same bulbs?
All but the turn signal.
Are the harnesses the same?
The outer harnesses are different for the turn signal.
Are they the same?
Of course not. The '99-'00 coupe taillights are clear/white all the way across, while the '96-'98s are amber with a clear/white spot for the reverse light. And no, the red/clear ones aren't just for the Si.
Don't take any of this to be towards just you. This is for others who might find it too.

That link doesn't take into consideration all body styles.
Unfortunately it also encourages people to pay attention to the inside of the headlights too, which leads people to think that the headlights are closer in shape than they actually are. There are also other interior and exterior differences, not to mention mechanical differences.

It's easiest if you just use the harness that goes with the taillights. If you use the one for the different year range, it coudl be more difficult to find amber turn signals. If you use clear bulbs for the turn signals, you run the risk of being pulled over.

Exactly -- they came on the EX AS WELL AS the Si models
