Default ecu/egr system h22a ek swap help

ok i have an h22a in a 1998 ek, i have a p13 ecu with an obd2 to obd1 conversion. my egr isn't hooked up at all and i may be missing the vacuum control and the solenoid for it. well i read that if you put a p28 ecu in it the egr wont even throw a code like it doesn't even look for it and car will run fine. my question is if i do this will i have to change anything with my wiring or change anything at all, or will it just be a literal swap out of ecus and everything is fine? any info or opinions are thanked in advance.

As far as the wiring goes it should be just plug it in and go,, you could just keep the p13 though the egr CEL is a soft code and wont hender the performance at all just turns the light on ,,, thats how i have mine until I can get some type of other ecu like hondata or crome
