Default What's the best (and cheapest) way to clean the turn signals?

Sorry if this is in the wrong section, but my '91 CRX's turn signals currently look like this:

Without removing anything, how can I restore the original look of the turn signals?

Thanks.

I'm a complete newbie when it comes to this sort of stuff...I mentioned in another thread how the only 'upgrade' I've done to my car is replacing the traditional wipers with Rain-X Latitude wipers.

What grit sand paper and what kind of polish should I use?

So if I unscrew the two front facing screws, it'll remove the foggy clear cover and I can just replace it?

It was too dark outside, so that ended that.
