hesitating and a terrible idle

hesitating and a terrible idle
so i have a 99 civic ex with a d16y8
the idle has been weird lately. it goes down really low and and almost dies then starts back at 1000 and does it again. no code though. so i was driving and it starts shuttering and hesitates really bad from time to time. still no code. i get up to about 60mph and it throws a CEL. i get home and jump connector and it blinks once and is off for like a second and a half and blinks again and repeats it till i take the key out. i cant use a scan tool cuz auto zone it closed.
can anyone help me out?
