no heat in my civic 97
if the thermostat fails it is designed to stick open so that way when it fails your car won't overheat but sometimes they will stick closed and will not allow the coolant to circulate through the block and radiator. Is your blower working at all? everytime I've seen a heater core go bad you will get a white mist comming through the vents and the vehicle overheats. But my best guess would be on the thermostat and if you decide to replace it which is only a couple bux anyways put the new one in a pot of boiling water and see if it opens up properly that way you won't have to pull everything back apart due to a faulty thermostat you just bought.
don't know about honda but I know in older domestic vehicles sometimes something gets broke inside the heater controls when you slide the lever over for more heat that it won't open up for the heat. As always check all the fuses and make sure they are good but you said the blower works and the car is getting up to temp. One thing you could also try is to feel the hoses going from the engine to the heater core just to make sure they are getting good and hot. One more thing I just thought of if the heater core is clogged up it won't allow for the proper coolant to flow through it so it could be that and also if it is that then you would be wise to flush the whole system out because if that thing is plugged it's hard to tell the shape that what the rest of the cooling system is in.

The easiest thing to do in a situation like this is to drain your coolant from the bottom of the radiator and flush water through the system when the engine is running. Allow the water to get warm and then fill further with more water. The thermostat should open after being warmed up to operating temp and then try your heater. It could have simply been caused by a blockage to your heater core. You don't have to worry about taking the thermostat out and replacing it if this works since as easy as it is, it could require some small hands. good luck.
